目标职能：
负责公司内部日常生产运行、夏季期间的施工项目管理以及相关的技术质量监督指导工作；同时通过
对物资采购、生产运行预算的宏观调控和细部监督实现对各项成本消耗的管理和合理控制；紧密跟踪
并监督安全责任管理工作。
工作职责：
1. 对技术相关工作中技术管理成本的准确预算、合理调配和严格控制
Make accuracy budget, distribute reasonably and control strictly to technical management cost.
1) 年度工程、生产检修等既定投资计划的合理制定和成本预算
Draw up reasonably and cost budget of investment plan of annual projects and operation maintenance;
2) 协助并指导预算和财务部对年度大项工程项目中的投资额进行合理调控在预算范围内
Assist and guide to make budget, make reasonably control to annual major projects within the budget;
3) 生产运行期间的运行管理，煤水电热等能源消耗成本的控制
Operational management during production and make control to energy consumption like coal, water
and electricity;
4) 协助财务部门制定严格的资金审核内控管理制度，确保资金的有效合理支配
Assist with Finance Department to draw up strict internal control management of cost auditing to
ensure reasonable control of fund.
2. 对运行相关工作中的技术、质量、安全、设备、自动化管理
Management on technology, quality, safety and automatics
1) 运行期间对运行调节技术方案的合理制定，项目执行初期对立项的合理决策
Make technical adjustment for the operation, and make the right decisions for operating new projects.
2) 协助技术质量部对工程项目和日常生产运行工作中的技术指导和质量控制
Assist the technical department about the quality of the project and daily technical guidance and
quality control for the operation.
3) 注重日常安全管理，
Pay more attention to daily security management, ensure the safety and avoid accidents during the
operation.
4) 明晰设备资产账目，根据技术需求合理调配设备，充分发挥其技术特性
Check the equipment asset account, and arrange the equipment based on the technical demands.
5) 通过对现有 SCADA 工控、Navision ERP 和 IT 系统的运用充分实现运行管理自动化
Management automation by using SCADA, Navision ERP and IT systems.
3. 各部门领导及相关运行技术人员的岗位管理
Position management about the relevant operational and technical employees
1) 精通业务并能正确建立中层领导管理队伍，规范各生产运行部门的职责管理
Build the management team, standardized management responsibilities of each production
departments and their duties.
2) 合理确定公司运行人员组织构架，包括人员编制，团队协作等

3) 合理制定并组织与运行相关的技术培训工作，提高生产管理人员的管理和技术技能
Arrange the technical trainings to help the operation personnel to improve their management and
technical skills.
4) 准确制定运行部门绩效考核指标以及确定公司生产运行管理中的绩效考核方向
Evaluate the indicators for the performance of the operation department, and set performance goals
for evaluation.
5) 协助总经理进行物资采购的审核。
Assist the GM of material procurement audit.
任职要求：
具有十年以上供热运行工作管理经验。
At least 10 years management experience in heating operations, including power plant and heating networks.
教育背景

采暖通风相关专业本科以上学历。
Bachelor degree in heating and ventilation and above
专业知识
Professional
Knowledge
具有供热工程、锅炉等相关专业知识。
Relevant knowledge of heating engineering and boiler.
