Responsibility:
1.Manages and develops the Project Engineering Team, develops annual budget for cost centre. Develops annual and long range capital plans and executes projects to meet capital forecast schedules and plans. Manages External Engineering Contractors and insures quality and cost effectiveness of work completed. Reports to Plant Manager with dotted line to Regional Engineering manager. Develop Capital Appropriation packages, design, estimates, schedules drawings for Wulian projects of all sizes and is able to act as Project Manager for individual projects of up to $1M +. Act alone and as a member of a project team of internal and external engineers and other disciplines to accomplish project goals. Complies with requirements of MMSR s related to Project Engineering.
2. Manage the Process Safety aspects of assigned projects, take applicable training and apply tools provided by Corporate Engineering to develop PSM skills and knowledge base. Insure Process Safety concepts are followed for all stages of assigned projects.
3. Make sure each engineering project is in compliance with JM Huber & CPKelco policies and procedures.Manage assigned projects to keep within finincial, ESH and schedule compliance targets. Provide regular reports and communications regarding project progress.
4. Collect, analyze and summarize the engineering request from the project team related to project scope changes to insure good management of change for assigned proijects, applying for approval of changes and analyzing affect on financial, process and ESH requirements.
5. Act as a change agent for the Wulian Plant, follow up to date good engineering practice and assist others in establishing continual improvements in Plant Reliability, Process capability, GMP compliance and Energy efficiency. Build sustainability and improvement concepts into project design packages. Set high standards of leadership and integrity.
6.Ensures strict implementation and adherence to various company policies, guidelines, procedures and rules and regulations among all contractors and support personnel;
7. Performs other related jobs that may be requested by Management from time to time.

FORMAL EDUCATION REQUIREMENT:Bachelors Degree
Preferred level:Masters Degree
MINIMUM YEARS OF EXPERIENCE NECESSARY：10+

KEY COMPETENCIES:
Project Engineering：Suitable engineering degree, background of Chemical or Mechanical engineering with Project Management experience are preferred; Knowledge of management systems (PMP)
Management：Development planning ,establishing /maintaining performance standards and feedback,setting goals and objective ,taking corrective action
Teaching and learning：Teaching and coaching employees and demonstrates knowledge and skill with learning Project Engineering.
Communiaction Skill：Listening ,Oral and written communication,presentation skill
Enlgish and Computer Skills：Have a good command of spoken and written English; MS Excel, Word,Powerpoint, Project, Outlook, AutoCad. Knowledge of SAP an advantage.
